Meet Our Staff

Stephanie Cooper, Executive Director: Primary advocate for the mission, vision, and values of Douglass Community Services. Has extensive background in non-profit management including grant administration, program development, strategic planning, fundraising, board governance, personnel, marketing and financial oversight. Holds a Bachelor of Arts in Social Work from Christopher Newport University and a Master's Degree in Social Work with an emphasis on Policy, Planning and Administration from University of Missouri-Columbia.

Dan Whelan, Finance Director: Responsible for the overall efficient operation of all agency fiscal and accounting procedures in accordance with applicable regulatory guidelines. Over twenty-two years experience in accounting, finance and general management of businesses and nonprofit organizations. Holds a Bachelor of Business Degree from Quincy University.

Janeane Reis, Human Resources Director: Responsible for consultation and training for all agency supervisory personnel in areas concerning interpretation and application of agency policies and progressive disciplinary action. Provides direction in the design, implementation, and continuing administration of personnel policies. Has a broad background in business and human resource policy. Holds a Bachelor of Journalism with emphasis in Public Relations from the University of Missouri (Summa Cum Laude).

Linda Bleything, Head Start Director: Responsible for the overall operation of thirteen Head Start and Early Head Start Centers in eight counties in Northeast Missouri serving over 530 children. Holds an Associate of Arts Degree from Southwest Community College, a Bachelor of Arts in Elementary Education from Iowa Wesleyan College, and a Master of Arts in Education, Curriculum and Instruction from the University of Phoenix.

Peggy Walley, Community Support Services Director: Responsible for administration of: Emergency Food Pantry and monthly USDA commodities; MHDC grant funds for emergency utility assistance; Christmas

adopt-a-family program; Thrift Store; and facilitation of summer work camps for home repair for needy families. Holds a Bachelor of Arts Degree in English from St. Louis University.

Stacey Nicholas, Retired and Senior Volunteer Program Director: Responsible for recruitment, training and volunteer sites locations over a six county area. Nicholas earned a Masters of Theological Studies at Quincy University.

Amy Vaughn, Kids in Motion Program Director: Responsible for job recruitment, fund raising, volunteer recruitment and training. Highly energetic and creative. Versed in coordinated community planning and collaboration. Holds a Bachelor of Arts Degree in Human Services from Hannibal LaGrange College.

Sarah Conner, Court Appointed Special Advocates (CASA) Program Director: Responsible for growing community awareness and support along with recruiting and training volunteers to represent the best interests of abused and neglected children in the 10th Judicial Circuit serving Marion, Monroe and Ralls counties. In addition to volunteer management, she is responsible for identifying, cultivating and soliciting

new sources of financial support for CASA and maintaining relationships with existing funders. Sarah holds a Bachelor of Social Work Degree from Western Illinois University.
